The key word is "wet".
One you just sand dry, the other you dip your sand paper in water and make it wet.
Wet sanding is generally with finer grades and you need special wet and dry sandpaper. Regular sandpaper will fall apart when wet.
generally you wet sand primer and top coats of paint, where as you would dry sand bondo.
Wet sanding leaves the sanding marks less visible. Great for if you want to give acylic an opaque smokey look. Sanding acrylic is also know as "frosting".

When your sanding with grits like 600 and above anything you sand starts to stick to the paper.
When you wet sand the sand paper stays clean. That's the real reason behind wet sanding.
