Can you short the green wire with any of the ground wires?

Yes, you can. As long as the green and a black wire are connected you shoud be ok. Although I here you can damage the psu by keeping them connected all the time.

thanks. I am making a test psu out of an old 300 watt from a dell. I put the green and black on a toggle switch

If you are using an old one I wouldnt worry about wiring in a toggle switch. Just splice um together and go..
Just dont plug it into a motherboard.

I put a toggle switch in mine as it didn't have a power switch on the back of it.
Here's my test PSU worklog (http://www.thebestcasescenario.com/forum/showthread.php?t=9059)

I actualy used your worklog to do it. Mine didnt have a switch either thats why I put it on there. I kept all the 3v, 5 volt, and 12 volt wires tho as I am also going to use it as a lab power suply too. I have a set of molexes on it, a quick connect so I can use it with alagator clamps, banana plugs, etc.

I was going to do this as well, but I have not had the time to get started.
Here's some of the links that I was going to use to get started. I like Bucko's idea of putting a cigarette lighter in it. I don't smoke, but I have a few things that work with the 12 volt power of the cigarette plug.

Bucko's guide was great, helped me a lot while making my test PSU.

I am going to add a cig plug on it as soon as I go to the junk yard and grab a few. I added a connector from a power switch and soldered in a resistor and now I have a led tester coming off one of the 12v wires.
