The weightlifter is part of the next sketch. The show it was on was an Aussie Comedy show called "The Late Show" which aired in the 90's. The weightlifter was part of a sports bit at the end called Graham and The Colonel which was at the end of each show.

They also took old shows and redubbed them. Here an Aussie Cop show called Bluey was remade as Bargearse:
