i know that a certain power supply comes with a voltage meter for the front. is there any way I can make/buy one of these that will measure the wattage it's sucking?

There are bay devices that show off how your PSU is performing, and software like Motherboard Monitor which enable you to see what voltages are being put out, and any variation they may be experiencing.

Best bet is to look around honestly at bay devices. Aerogate, Muskateer are just 2 I can think of that offer this option. I know there are others though.

and one of these will tell me the total watts i'm consuming?
my roommate thinks it gonna be at 500w all the time.

there are some that do total watts, some that do individual components and total.
