Im in a new club in a computer maintenance part called skills USA and I have to buy some computer maintenance tools and items.
So heres the list
Supplied by the contestant:
1. Basic hand tools suited for computer repair and maintenance
2. Anti-static wrist strap with alligator clip end. Straps must be in proper working order
3. Test equipment (digital multi-meter)- (Getting From ACE)
4. Diagnostic software with proof of ownership such as original disk or original software license, proof
of payment of shareware license fee, or proof of software released into public domain (freeware)
5. One standard technical data reference book such as those that include BIOS codes, HDD parameters, etc. Books normally used as a classroom text will not be permitted
6. Virus detection software with proof of ownership, as described in Item
Can Any one tell me were I can get some of those items for cheap.

Harbor Freight, Dollar Stores
2. Anti-static wrist strap with alligator clip end. Straps must be in proper working order

Not sure what kind of Diags are needed but look into Open Source for the free stuff

Thrift Stores, Used Book Stores, Amazon used books

AVG is a pretty well known Antivirus and there is a freeware verison www.grisoft.com

AntiVir = Good AV solution (http://www.free-av.com/)
I picked up a bundle of anti static wrist straps from ebay when i needed to hand them out to a class load of peeps and would suggest that some of the other bits you require could be found there (set of precision screwdrivers is always handy)
quick check on Amazon found something like this (http://www.amazon.com/23-Piece-Computer-Tool-Kit/dp/tech-data/B000BSJCTQ/ref=de_a_smtd) which will have some handy bits in and looks like it may even have the antistatic strap

Hirens boot disk is great for diagnostics but im not sure of the legality of it so i wont link.
Make sure to get yourself some flavour of live linux as well like knoppix.
