I have a legal but very old copy of XP that doesn't come with any service packs. I have run windows updates but it doesn't seem to think I need service pack 2.

The service pack 2 site says I don't have it so I go ok take me to update. Then Microsoft Update doesn't offer it to me. Any suggestions?

The same is true with service pack 1.

I found I can download the network install version here. But I don't have SP1 so hmm.

That's weird... I can seem to find plane ol' SP1 either on M$'s site. Maybe this? (http://www.microsoft.com/downloads/render.aspx?displaylang=en&content=notifications)

Yeah SP1 doesn't exist any more it got rolled into SP2. I can't download it as it points me to windows update and windows update then doesn't have it. I am now downloading the network install version as you can do this outside of windows update.

my advice, when you get sp2 downloaded, slipstream it with ur original copy of xp and keep a backup disc

Yes, some sites were talking about SP3 for XP. Rumor has it, SP3 brings some added performance to XP.
