Help painting questions

I guess they are plenty of threads already about this but i couldnt find any.. So i want to paint my Tsunami interior matte black, whats the best and cheapest way to do it? Im guessing sand a bit and spray paint? tnx for your help

I used blackboard-paint to get a matte black finish.

the color is not that important for me i just want plain black, but should i sand the metal first? apply base spray? or just sand and paint black? Also, i live in Venezuela so its better if they are just simple materials you can find in any hardware store and not of an specific brand.
