On this pic I have outlined an area in blue. Where can I buy just that panel; the i/o panel and expansion card slots?

Try and find an old case (people throw away cases (with computers) all the time. Otherwise you can just go to any computershop you like and buy the chepest case you can find... than you hack your way in until only the piece you want is left...
