Welcome to the forums James2113.
I wouldn't use the drill kit for it. If I were you, I'd just go out and buy a set of cutting disks for the Dremel. The reinforced cutting disks are pretty much the best you can get for a Dremel (besides the diamond tipped ones) and it'll be much easier than a drill.
Taking off old paint is a pain. You'll need to do some good old fashion sanding, sanding, sanding. Sand it down to the bare metal, spray a few coats of primer, and then do your color coats. You can use either an airbrush or spray paint, but remember to primer. This is how I usually paint.
Dust primer coat
Thicker primer coat
Wetsand with 1000 grit
1 more primer coat
Wetsand with 1000 grit
Dust paint coat
Thicker paint coat
Wetsand with 1000 grit
Repeat paint about 5-6 more times...
Same with clear coat, gradually increasing to 2000 grit wetsanding
Polish with 3M Rubbing Compound
