is there a way to mount pci-slot accessories like switches into a 3.5 bay?

just take the switch off the pci bracket and mount it in a blank 3.5 bay cover

If the item itself doesn't need a PCI interface slot - if it just takes up a backplate - there is no reason why not - as long as the cables reach or can be extended
