AT&T is just fear mongering. They want a handout from the government so they don't have to compete. This same thing has been said by them several times over the last 15 or so years. The last time the government gave them money it went straight to their CEO and not to their infrastructure. The only thing that will happen is AT&T will feel real financial pains as they have to upgrade their network as they should have all along.

It's just another argument to fear the government into giving money to another telecom company. I'll give money to a telecom company when the internet is too overloaded, not just because they say it is.

Besides, where are their numbers? I saw no proof that high definition video was going to take 80% of the internet in 2 years. You can't just pull projections out of the air and then say "give us money or this might happen". It's like your automobile mechanic saying "give me money because you will have this problem in two years" without giving you what the problem is or any reason for it.
