My friends computer will boot up, then spyware terminator screen comes up and says it failed to remove to cases of spyware, then it goes to the login screen. When I login it shows the wallpaper then it logs off immediately. Any suggestions on trying to get it to work.
(He does have the xp cd-rom)

Start the computer in safe mode (F8 after POST) and run your virus/spyware scans.

When i try this (http://www.winxptutor.com/wsaremove.htm) it tells me it cannot find the USERINIT.EXE WSAUPDATER.EXE. I need some help.
(I did a repair installation and it still goes into the log-on-log-off loop))

You might have to do a clean install, then

On Windows XP there are 2 different repair screens during boot from the disc. I have never had success selecting the first one. When I continue the installation it comes to the second where it has repaired the problem about 40% of the time. But I agree with nevermind and do a complete clean installation with reformatting the drive. All data will be lost unless you made backups of your drive.

In safemode, it does the same logon-logoff issue?

If not, and you can get to a desktop in Safe mode, run this from the run command:

sfc /scannow

That will ensure all Windows system files are in place, and will prompt for a CD if it needs to replace anything.

Also, you can run MSconfig, and disable all on the startup tab (with the exception of your antivirus/antispyware programs of course). Also, check the services tab, select "Hide all Microsoft Services" and see if there's anything unusual in there as well. if so, disable them too.
