i believe you should put them on the top, that way it pulls the air out plus hot air rises

a local store in your area is going to be the cheapest for plexi.
Your pump should suck fluid in from the reservoir and pump it out to your block(s)
You want to blow air through the radiator. sucking air through is less effecient.
You can reuse coolant.
Tubing is pretty common. 3/8 or 1/2 are standard. Your local hardware store will have this for pennies/foot

thats basically what i was going to say.
you want the fans pushing air through them not sucking. or you can double the fans and have 1 push and 1 pull, known as a push pull config.
and for the pump it should ALWAYS have the res or Tline right before the inlet so there is always liquid to suck in.

the back plate for the case is the i/o shield, assuming thats what your talking about.

I thought the radiators cooled more effectively if you were sucking the air through radiator?
Every I/O shield is different and so a special one is provided with each mobo. All cases allow you to swap I/O shields with newer or different mobo's.

cant you look on the pump and see if there is a small ingrave of a arrow or even in out.
looking at the picture. if you have the pump standing up right then stick the barb in the top that should be the outlet. pumps generally pump up

Usually the horizontal barb is the inlet. All the Laing variant pumps like the Danger Den and Swiftech pumps are all configured like that. Have you checked the manufacturer web site?
