Where do i put My Ideas?

Okay so im new to these Forums.
..HI! :D...
But ive been looking around for quite a while :)

Ive come up with a few cool ideas for mod ideas but im unsure where i should post them for discussion/assitance and planning or as an ffer for anyone to take them up. I havnt yet tried my own Mod, but im seriosly considering it as the days go by.
And of course how do i know if someone hasnt already come up with and produced a mod with a simmialar idea in mind? ( i guess just searching the forums but know a closer location should help with the search reults :) )
Where would be the best place?
