Making an Application

I am trying to find an easy way to make a utility that will keep a small image on screen no matter what program is open. Like how the TV networks have a water mark on the corner of their screen, I am looking to make something like that.

Any help would be appreciated.

It would be a picture, a dot for the first trial to be more precise and it must show colour. I may use it for a picture in an up and coming mod I am thinking about. Thanks for your help XcOM.

if your picture was a PNG or ICO and had transparancy i might beable to make a custom app that would be always ontop and transparant with your picture semi transparant, say 40% ocp?

I was kinda thinking of not having the picture transparent because I want to be able to see it on a white background clearly. Thanks so much for your help mate. +rep for you
