i have been given two free power supplies.
one is a hiper 580wattz type r
and
thermaltake tr2 rx-500 500watts
these are the spec of my machine:
4gb ram ocz gold edition
2 x 500gb sata drives
2 x dual layer lightscribe drives
winfast px7950 gx2 tdh graphics card
at the moment the 580 watts psu is sayin your graphics card is running on low power consumption.

I would go with at least the 580 watt Hiper power supply. They make quality power supplies, from what I hear. The 7950 GX2 is a power hog, so at least 550 watts.

The Hiper's a decent PSU, but isn't that good for modern systems (http://www.jonnyguru.com/modules.php?name=NDReviews&op=Story&reid=85). And a 7950GX2, multiple drives, and 12v-regulated-CPU motherboard definitely qualifies as "modern". Everything but the CPU, in all likelihood, will be drawing from the second rail (12v2), which is the likely cause of your error message. (Frankly, I'm surprised you're not getting funnier issues from every component relying on that rail.)

It also, crucially, has even less power available on its +12v rails.
If you're financially limited to these two supplies, stick with the Hiper.
