Check your PSU to see if it's powerful enough

What about your monitor, have you tested it with another computer yet?
Try changing the refresh rate in the display settings. It should stop you from selecting ones that wont work with your monitor.

My first reaction is to check out the monitor - when you list both of them, do you mean that you have a dual-screen setup, and only one of them is flickering/flashing, or that you've tried two known-good monitors with the same effect?

Is it posting then loading up and then after it boots the screen starts flashing or right away? DO you hear any beeping when powering on? Does the board have on board vid that you might need to turn off? All little things that need to be solved to understand at a better detail. Ohh did you just now install the new cards? Maby you need to update drivers... Sorry cant help that much never gotten the chance to build a actual computer and put drivers on. most of what I go off is from reading Internet. Yes please tell us the vid card specs too.

1. The Graphics Card is a GeForce 8600 GTS its only a couple months old bought it after i had problems with my old one.
2. There is no Onboard Video Card.
3. Whats really freaking me out is that i am on a dual Monitor Setup and only Screen 1 Blinks. Screen2 is perfictaly fine.
4. The Problem goes like this i Wake up, start my computer and it blinks on and of first fast then progressivly gets slower and finaly stops. after it stops its like it nothing happened, i can restart my computer again and it wont happen. it only happens if the computer is off for a certine ammount of time.
5: It happened on windows Vista Ulti 32bit and 64bit wich im now on, i upgraded all possibal drivers to latest.
Hope these answers help.

Re. #3, have you tried switching the left and right monitors? That could determine whether it's a monitor issue, or whether it's somehow based on the DVI port used.
