I've been searching for processors and I've came across pentium 4.
Is this really old? Or really bad quality? Because, I've saw them on sale for $1.00 at places like ebay.

They are old single core processors. They accomplished much less per clock than even the Pentium !!!. They will fit into a socket 775 board, though, if you want to get one now, then something nicer later. I have a P4, and I'm kicking myself now. I only purchased it about a year ago. I could have got a Pentium D running at the same speed for $10 more. If you have the money, go with the core architecture.

I have saw them at like 3.0GHz.
If I have a celeron 800MHz processor in my win98 machine, would I be doing good to upgrade to a pentium 4?

Pentiums have a larger cache than celerons. It would be better, and the hyper-threading of the new ones also helps. a 3GHz P4 would be better than an 800MHzP3. It's when there's not a lot of difference in clock speed, that it's not worth it. You will also get pci express with the newer motherboards. I believe that socket 775 intel motherboards are the oldest (for intel) that will take PCIe vid cards.

Pentium 4's came in both Socket 487 & 775. Both limited to 3.0Ghz and 800Mhz FSB Stock settings.

They did both go up to 3.8GHz, but anything above 3GHz for socket 478, or above 3.4GHz for 775 are rare, and still go for a lot of money on ebay.

Some of the later ones have hyper-threading (http://en.wikipedia.org/wiki/Hyper-threading) and even (for certain LGA775 models) 64-bit capability. They're not great CPUs, but if you can find a socket 775 model for almost nothing and get a new board so you can update to a C2D or C2Q later, they're a great deal. (I've got a 3.2/64bit/775 in my backup machine.)

If you're talking about the motherboard with the 800MHz celeron, you can't upgrade that to a P4. The best that you could do for that motherboard would be would be a 1.4 GHz P3 Tualatin with the adapter that I gave you a link to earlier.
