Watching it fullscreen and pausing it there is legible text in there. microsoft corporation pops up and a few other messages at the beginning then it gets stuck in a loop where the legible text is

boot from cd rom
enter your choice
time remaining
I don't know if this gives us clues but I'm thinking one file could be corrupt only or it could be a BIOS fault and nothing to do with windows or the HDD. It''s stuck in a loop waiting for user interaction but cutting back to the start of the loop without it.

That looks like it's stuck at the boot stage of bios when it should be finding the os.

Yeah, I'd go with BIOS too... it also seems to take longer than it should to boot, but since the P2 Microns I had all got stripped for parts ages ago, I can't confirm that. Takes a lot longer than my P2-350 project though.
Those cases are a bitch, too. Mounting another hard drive? Forget it. They're half plastic, half lead, I swear - and strong everywhere they don't need to be.

It could have really bad ram, or a bad battery in addition to that.

The battery, in every machine I've ever seen, would either cause it not to start at all (albeit rarely; hell, my friend ran his old 3700+ with a dime in there for a bit) or just reset to default and display an error when booting. Nothing like this.
RAM is a definite possibility, but generally when it's that bad it just won't turn on. The RAM and PSU are responsible for most weird-ass problems, though, and this can't exactly be the power supply.
