if anybody could help me with this it would be great.. i have a old video card that is missing the vga port on it... (was a low profile card)and i cant find the plug for the vga head... and i dont know the VGA pinout on the board... so im a lil screwed there.. any help would be greatly appreciated... and i rly dont wanna use a converter... would rather just wire it up so i can put it right into the vga port part of the panel..

from looking at those two diagrams, I think you'll want to take the red, green and blue signals, their grounds and the HSYNC, VSYNC and SGND signals from the DVI port (C1, C2, C3, C4, C5, pin 8 and pin 15) and connect those to their respective pins on the vga.
VGA Pin | DVI Pin

1 | C1
2 | C2
3 | C3
6 | C5
7 | C5
8 | C5
10 | Pin 15
13 | C4
14 | Pin 8
I'm pretty sure that'll work. Let us know how it goes.
