Hey,
I am looking for relatively quiet PSU, that is also under 60 dollars. I plan on putting it in a scratch wood build.

Thermaltake makes some nice ones. Depends on the power you want.

The Thermaltake is adequate for an older system, since it's limited on the +12v rail, and is really a falsely-labeled 300w unit (see here (http://www.xbitlabs.com/articles/coolers/display/thermaltake-psu-roundup_18.html#sect0)). If it's an older Socket A or 370 you're looking to power, go for it, otherwise forget it and pick up a Fortron (the Saga series aren't quite as good, but are still quite decent) or an Antec Basiq (here (http://www.newegg.com/Product/Product.aspx?Item=N82E16817371019), these are rebadged Fortrons as well). If you're looking for a quiet investment, get (http://www.newegg.com/Product/Product.aspx?Item=N82E16817194014) an Enermax (http://www.newegg.com/Product/Product.aspx?Item=N82E16817194037).
EDIT: Thrasher2, good deal on that OCZ mate. If the OP is willing to go through a MIR process that'd be the best bet. Still iffy on that Tt though. +rep

Good.. I heard that they were one of the oldest brands, but also one of the best. I also heard that they only have one 12 volt rail, but in reality that doesn't matter because the amperage is unlimited or something like that.

amps are never unlimited. yours is 49amps on the 12v rail which is a good size for what you want and then some.

I knew it wasn't unlimited, just larger than usual was what I was trying to say. I purchased it yesterday. All the reviews were really positive, and the few that were negative were just DOA complaints.

It seems DOA's are people who fried there crap out during installation and of course it was NEVER something they did :P.
Yea those psu's are great.
halve the voltage double the amperage.
Voltsxamp=watts if i remember right.

I haven't installed it yet, I only ran it out of the case to test some fans, but it is completely silent so far.
