coming from my laptop. It stops when take the corner of a window and change the size of the window.

For example if I take a notepad and continuously change the size by holding the corner and moving it around.

Is this a sign of my screen dying? (laptop btw)

I'd say that's usually a sign of a bad/cheap (one of the two) PSU. My monitor makes a high pitched noise when it's in standby.

I've heard similar noises from my old Compaq laptop when the volume was up loud, or when using headphones. I've also had similar sounds from CCFLs.

Solution: ignore it, sadly. It's not likely a sign of failure of the device unless it's recently started.

If you close the screen, does the noise continue? Does it happen when using an external monitor? If the answer is no, the it might be something to do with the ccfl backlight in the monitor.
