Ok, do fans always blow out or can you have them sucking air in? Would taking air in cause too much dust to get inside? I was thinking about my comp and wondered if I put a fan on the top sucking air in and the fans in the back blowing heat out would make it cool.

There's usually the same (or about the same) number of fans blowing out as sucking in. You wouldn't want all of your fans sucking in because then where would all that air go? The idea is to get some good airflow going (like fans in the front sucking in and fans in the backing blowing out).
For a fan on the top of your case (called a blowhole), it would be better to have it blowing out. This is because the hot air rises, so it all gets blown out.
You can always build it one way and experiment -- that's the best way to learn. Especially with fans, since you can simply turn them around to change the direction of airflow.
