Foggy normaly means it was humid when you laid the coat down. Best thing to do is use some 600 Grit sp and take that clear off, then Try again.

IF you use the 600Grit and take your time you should be able to take just the clear off.
Matt finish is just not as shinny as gloss or satin.....Was this the case or was the finish textured?
If it was a textured finish, your going to have some work to do.
You can still try taking off the clear with 600 Grit.
Because odds are you'll have to take it back down to the primer and respray the base coat.

if you gotta take it down to primer....its gonna take ages with 600grit.....id just go for something rougher (eh 320 maybe) and strip it down all the way and start over...plus if the case was textured it will help flatten out the texture if you doit this way....

http://www.casepower.com.tw/english/Products/SL/0301.htm tht iss the case im working on
well i hade a simeller problem when i was spraying my mouse.... the first color went realy well but then the black went all "foggy" to..... but i looked at the spray and...darn it was realy realy old... hehe.... so i need to go buy some new... but if the spray was cold that might be the problem... and if there is fat on the thing you are going to spray that might be truble some.... so clean the part befor spraying, make sure the spray isent cold..... and it sould be just fine....
here are my mouse by the way:

After 2 (http://img.photobucket.com/albums/v326/Bauw/DSCN2929.jpg)
((You can see on the black that it is no good at all!))
hope it works out for you....

The other thing I thought of is make sure your using the same kind of paint (doesn't have to be the same brand). Like use only Lacquers with Lacquers and Enamel with Enamel...I know there's ways to lay it down so you can use Enamel with lacquers but it's just best not to mix them. The reason is that the solvents in the different paints will react and the paint will bubble, and peel or just stay tacky all the time.
Good Luck,

Check out this Link it's a good guide to painting.!
mnpctech.com Guide to Painting! (http://www.mnpctech.com/case-mod-paint-computer-pc-case-mod-how-to.html)
It will help you (really note the warming of paint thing!)...If you like me and live in the great white north, I keep all my paint in the house...I go outside to spray, bring the can back in with me wait (20-30m instead of the 10-15m as the can says...cause it butt numbingly cold here) then lay the next coat, once I'm done with all the coats I take the parts into the warmest room in my house (the laundry room) and leave them there for a few days then finish working with it. But I'm not going for a mirror finish on most things...If you are follow these directions!!
