Can't see anything in Steam Update news, store, and various installation disks

A few weeks ago I couldn't get an image out from my computer. It turned out I needed a different monitor (mine was set to 1920x1200 and the smaller monitor couldn't take it, so no image). I had to do the bad version of shutdown (just push the off button) and later when I plugged it back in I had registry errors and had to reinstall windows (repair version). I've been reinstalling various things that were lost, but there are some disks that show nothing when I put them in the drive. I have the same issue with no image in the Steam Update news and store in steam.exe. I think these are all caused by the same problem. I'm also getting various other issues. For now, though, how do I fix this one?

do you buy chance have peer guardian running? that causes steam to not work for me.

It's not Peer Guardian. Avast doesn't show anything either, just an empty window. There's something going on with whatever runs the steam store and avast and the verizon dsl install cd and other stuff, because there is no image.
