the bottom portion will fill up to about half way with water pouring down the backside

Yup, it's do-able. :) Not the same approach, but the same principle.

yes it will work, though you don't need 2 inlets, i know you want it for an even water fall but you can make a shelf fill up then overflow and it should work just as good.
