You might want to swap the power supply-I worked on a Dell 4550 just the other week and the power supply was not dead but the voltage was too low to run. First time I've ever seen that happen. Like to drove me nuts.

But you'll have to get it from Dell. The whole damn Proprietary thingy sucks.

we have thoes at school and the same thing happens, has something to do with the bios or a heat sensor. I know how to fix it but im going to sound crazy. make sure power IS running to the computer, take a paperclip and connect the green and black wires on the 20pin mobo connector(its not enough power to hurt you, i don't even feel it). do this from the back so that it is still pluged into the mobo. eather the front light will go stedy orange(in this case hit the power button) or the computer will start, eather way wait for the mobo beep and remove the paperclip. This will have to be done each time the computer goes without outlet power.

I also worked on that. i used a "permenant jump" as i call it and that is when u stick the paper clip in the back of the 20 pin conectors black and green wires and keep it there. i dont recomend this because it may have adverse effects but it worked for me. in other words im not liable if your dumb ass screws it up and frys the mobo or what ever.
believe it or not thats actually the technical way to do it, it won't fry anything, it just tricks the PSU into turning on without the mobo. Its the easyiest way to tell if the psu is burnt or the mobo. Plug in the paper clip and if the fans turn on or the HDD spinms up or you can open the CD-rom, etc. then the PSU is fine. However I recommend taking the plug off the mobo and then inserting it, that way you will know for sure its not the mobo and won't risk frying it if it is fine. Plus its alot easier.

agreed...
the only reason i recomended doing it the other way is because of a known defect with the the 4600s where somthing in the bios keeps it from starting, in this case you must "force" power to the mobo in order to start your computer

or you could not use the paperclip, and if it's a permanent setup, you could just haxor the cables =/
