How much RAM does it have right now? Honestly I wouldn't really bother pushing it past 2GB because at that point other stuff becomes the bottleneck *COUGHCPUCOUGH*
It seriously doesn't have an AGP slot?? WTF Gateway? You can get a PCI GeForce 9400 for $67 (http://www.newegg.com/Product/Product.aspx?Item=N82E16814187057), but tbh, I really wouldn't even spend that much on that system...for that use... It would be a better use of his money to save up a bit more and replace it, imo.

I used to play WoW and to be honest, just about anything will run it on low graphics settings. The only time it will get bogged down is while raiding (actually raiding, not just instances), densely populated cities or in certain parts of Northrend.
I wouldn't spend any money on a PCI graphics card...I didn't even know there were some still floating around. Get the RAM if you can find it cheap...and I mean REALLY cheap. If it needs a graphics card try to find a dirt cheap, used one on Ebay or something. Seriously, don't invest too much into that thing. It's like giving a terminally ill man a heart transplant...:D Put that $100 towards a new bare-bones system instead:

Get something modern but cheap and upgrade that instead. Then your friend can at least turn the graphics back up in WoW and see what he was missing...and as an added bonus, other games will run on it too!
The old machine can still be of some use...just not for gaming.
