Everything on Jamendo.com is free for non-commercial use. All the music on there is released with a Creative Commons license. If you could use the music on youtube I think would depend on the type of video you are posting. If it's a commercial video, probably not. But for personal videos I doubt it would be a problem. I've personally found some really cool music on that site.

hit up stuff like facebook and myspace... u will find alot of fresh artists who r looking for any type of publicity...

I know most, it not all, of the music Newgrounds.com's audio section is free for non-commercial use also. Just finding what your looking for is rather difficult sometimes.
