How do I set the delay for each frame in Adobe Flash

I am making a banner for my site and need to set each frame to 3 seconds before it changes to the next frame. I am a photoshop wiz but flash still eludes me.

you can just extend the frame til you have 3 seconds worth of frames, depending on your frame rate. I believe the default frame rate is either 15 or 20 fps. so you would just need 45-60 frames stretched out and it wil play each "frame" for 3 seconds. hopefully that makes sense :)
