no video but the fan spins up and theres no sounds on the on board speaker any ideas whats wrong

Power connector to the card is plugged in?
No video from either video output?
Is the monitor and cable confirmed as working?
Does the card work in another machine?
Does another card work in that machine?
Is the heatsink seated properly?
Does the card work if it's cooled sufficiently before retrying?

Also, I would reseat the ram on the motherboard, and try to reseat the card as well.

yes with out the power in the speaker makes a loud sound

yes there is no video from any output

yep kinda use the monitor everyday

well yes and no it did work before i hooked it up to my machine but idk if it works in another machine

yep in mattter of fact the 5670 in in the machine i'm trying

didn't work it keeps saying that it's a hardware failure any ideas what could of caused this i really don't want to have to buy a new gpu and a new water block >.<

Waterblock? That makes me worry right there. Over tightening the waterblock mounting hardware can cause damage, not seating it properly can cause heat issues leading to failure, water damage could kill it as well.
If you do have warranty on it, return it to stock before trying to get it RMA'd.

Were you playing GTA IV by chance when the card quit?
GTA IV killed my original 8800GT and causes my 8800GTS to overheat unless I use riva tuner to turn the fan above 80%
