It sounds like not enough ram. Is this the computer listed in your 'my computer specs' with 4 gigs? That should be enough for just about anything...I routinely multitask with memory intensive programs and have never approached using all 4 of mine. It's possible that software or virus/malware is causing an issue...
First, use your computer until it starts to slow down and then hit ctrl+alt+del and go to the performance tab. From there, you can see your system's vital signs...make sure the cpu usage isn't averaging 100% the whole time, as that would cause things to slow down while they wait in line. Also, make sure you're not using up 100% of your ram, which is listed as 'physical memory'. On top of that, check to make sure the 'commit charge peak' is not as high as the 'commit charge limit'. This should almost never happen but would cause severe performance problems if Windows couldn't expand the pagefile anymore.
Try uninstalling all programs you don't regularly use from the control panel. Then try installing CCleaner (http://www.piriform.com/ccleaner), Spybot-S&D (http://www.safer-networking.org/index2.html), and AVG Free antivirus (http://free.avg.com/us-en/226284?cmpid=fs_hp_testa_226284). They may not be the best at what they do, but they are all free and reliable. Run each program one at a time after updating them. CCleaner should find tons of stuff to clean up if you haven't ever run a similar program. Spybot and AVG may find some unwanted programs that could be hogging system resources.
If this doesn't help, then I was completely wrong...but you now have a cleaner system! :)

Well then, what type of video file and what software are you using to play it? Does it happen with other file types and other software? Also, what other programs are running at the same time? How much ram is in use while doing so? What is the cpu load? What kind of computer? What are the hardware specs?

well it happens to any video format even youtube am running nothing that use's a lot of anything i use 2.73gb of ram,54% cpu load and it's my black magic computer in a haf 932 case and the specs are
e8400 3.0 ghz
4 gb of patriot ram
asus pro turbo
his 5670 512 mbs
enermax 720 watts
lg DVD rewriter
500 gb 32mb cache with 201 gbs free
500 gb 16mb cache with 352 gbs free
In the process view in Task Manager, when it slows down, sort them by memory usage; see if something's eating massive amounts of RAM.

well it turns out id protection from avg isn't very good for the amount of ram it uses after a couple of hours
