Soak the chain if it's in bad shape. You should be able to just put a new link in it to bring it back to life.
There could be a lot to stop a brake from working. Try adjusting them first.
Google how to set up a kill switch and you should be able to fix the problem. They're pretty simple.
My dad used to have seats made all of the time for my mini-bikes, go-carts and all that jazz. You can make your own pretty easily. Just make a template out of cardboard and transfer it to a piece of plywood. Get yourself some foam, glue and your seat material from a fabric store. After your done shaping your foam and base simply lay on your fabric. Staple it on the bottom of the plywood and then tightly stretch it over and secure the other side with staples them finish around the base with staples..... or pay ~30 bucks for a custom seat.
As for adding a little zing to it, keep an eye out for old lawnmowers. Lawnmower engines are easy as hell to work on and most of the time a quick cleaning and fresh gas will get them running again. An 8 horse on that thing would be scary fun!
we had a toat-goat and put a 9horse on it and WOW! Let's just say we couldn't let the neighborhood kids ride it anymore. lol

lol well the sprocket is bent pretty bad. the front chain is completly gone. the tires are flat. the chain rubs against the frame. and if i could id like to take the whole pull start out and put a key one in there, because that's bad as well.

The chain rubbing against the frame probably means the engine came out of alignment. There's probably 4 bolts with adjustable holes holding the engine in place. See if you can adjust it while keeping it in alignment. The chain can jump if it's not straight not to mention wear and tear on the sprocket and chain.
Measure the sprocket and count the teeth and pick up another one if it's not salvageable. You can pick up new pull starter kits for cheap and it's fairly easy to fix. Pop off, remove the spring, pull out the old rope replace, wind up the new rope yada yada.
If you could find a new motor that already has electric start, maybe off of an old riding lawnmower, that'd be awesome too!
As for the tires, are they cracked? If so you may wanna order another set. If they're not cracked it should be easy to patch them.
