I want to try to keep the budget under 650 including taxes. I would like to get it so i get a new video card out of it.
Cooler Master Elite 310 Case w/ Window $47.99 (http://www.memoryexpress.com/Products/PID-MX24739%28ME%29.aspx)
Amd Athlon™ II X2 245 2.9GHz w/ 2MB Cache $59.99 (http://www.memoryexpress.com/Products/PID-MX25063%28ME%29.aspx)
Asus M4A78L-M w/ DualDDR2 1066 $69.99 (http://www.memoryexpress.com/Products/PID-MX28517%28ME%29.aspx)
EDIT: removed this ram Patriot Extreme Performance Viper II Sector 5 Series DDR3 4GB $119.99 (http://www.memoryexpress.com/Products/PID-MX25526%28ME%29.aspx)
for this ram Mushkin XP2-6400 Blackline DDR2 SDRAM, 4GB Dual Channel Kit (2 x 2GB) $109.99 (http://www.memoryexpress.com/Products/PID-MX26985%28ME%29.aspx)
Evga GeForce GTX 460 SuperClocked 768MB PCI-E $239.99 (http://www.memoryexpress.com/Products/PID-MX29653%28ME%29.aspx)
Silverstone Strider Essential 500W Power Supply $59.99 (http://www.memoryexpress.com/Products/PID-MX28731%28ME%29.aspx)

This one doesn't like dual monitors so that why it would go to my mom cause she has one monitor HIS 5670 512 MB $104.99 (http://www.memoryexpress.com/Products/PID-MX27198%28ME%29.aspx)

This is a huge improvement over her current one that is 3.0GHz Intel Pentium 4 531;Intel 945G chipset; 2 gbs DDR2 SDRAM 667MHz some random Nvidia graphics card ; Seagate 160GB 7,200rpm Serial ATA. it's a dell dimension 5100 and it's kinda getting to be a pain to try to keep running.

Looks good. Obviously the GPU is massive overkill, but you know that. :P One thing though, that MBB needs DDR2 not DDR3.

Unless your mom does a lot of 3d gaming, or heavily multitasks, that new system will show almost no improvement over the old one. I'd strongly suggest a wipe and reinstall of the operating system before you spend her money on new gear. The extra memory would help with video or heavy image editing, but then again, you could easily just add to her current memory...

ok there one problem with that i have done 5 clean installs and it never helps improve the speed.the cpu is dieing and the case needs replacing.and even if i do try to salvage the mobo i don't have any case to put it in as it is a left sided mobo. even simple multitasking on this machine not worth it. sorry i don't think a Pentium 4 is worth keeping for any means. not to mention it's a dell i want to get all the dells out of here that was my goal and still is my goal

btw what you don't know was that i was going to upgrade to an i5 and that this was going to be my upgrading and my mom getting my set up but i thought i didn't need a upgrade right now as my machine suits me well and i would have to but a new waterblock and it would of been more expense and not to mention that my mom needs a better computer as what she does on it is basically what i do on mine but at a less of a frequency of what i do, cause all i do is watch movies and surf the web and play some games here and there

OK i confess there is some more reason why she needs a upgrade. she has 2 sata and one of them is dead and that she doesn't have gigabyte LAN. Am sure the sata is version 1 . It's giving slow times to the harddrive and i messed up big time on the paint job. The fact when she starts it up it flashes. The fact that this will be the least amount of money she has even spent of on a computer she spent over 4 grand on dell. She is running it. so tell me is it still worth 4 grand to try to keep the beast running. I don't think so. In fact the thing has been trying to kill it self for the past year and a half. so i would love put it down.

umm...CPU's dont die slowly, so to say it dying doesnt make sense. :? I vote for upgrade the memory and HDD and have at it. My dad is still rockin a Dell Dimension 3000 with a P4 2.8 and 1.5GB DDR-400, with a 40GB IDE HDD and the thing kicks ass. The only thing going on it is the CPU fan (it's just loud). For web surfing, email, and the occasional movie, just upgrade that one.

And nice job trying to trick your mom into buying you a new $250 GFX card lol

Throw in a nice WD Caviar Black 7200RPM SATA drive for like $50 and rock it. Maybe throw in a newer GFX card (something that MB will handle) and call it good.

She doesn't need to spend $600 on a new computer for what she uses one for
