looking for an inexpensive, reliable power supply >= 650 Watt. Taking recommendations, needs to be cheap as ill be upgrading a GPU and PSU at the same time. 99.99 with $30 MIR != cheap as i dont have a credit card and am loathe to take anything out of savings.

What do you define as 'cheap'? In your example, is the MIR the problem or is $100 the problem?

Assuming a top limit of $100, I would go with one of these (in order of my personal preference):

I just saw your thread about the reason for this new PSU. What PSU do you have now? I ran my Q9450 (125W) and GTX260 for a long time on a good PCP&C 500W with no problems. Granted, I had no HDDs, but really unless you have a crazy amount of them the power draw is negligible.

Hmmm, ok, maybe a new one is in order...76%+aging, that is cutting it a bit close...though it might be just fine.

i wouldn't ever touch a Rosewill... based of all the bad stuff i have heard about them.

went with the 700watt ocz, because 1) its modular, 2) it has a MIR that will eventually justify spending the extra $10 over the ultra 750 3) its only 1/2 of an inch longer than my old 1 so it'll fit without my having to perform a lot of rearranging to (see blue storm where the bottom fan controller is mounted.)

I spent 289.99$ on my enermax 600W power supply back in 2004

I'm still using that power supply to this day, and every enermax power supply i've installed in someones computer is still running strong.

But there on the expensive side, about 120~130 for a nice 600W one these days, but they are really built to last.
