AFAIK the online servers have been shutdown for a while. Not sure what kind of experience the single player / offline is, but its only $0.99 for those interested.
EDIT: It's multiplayer only as far as I can gather. So, if there is an offline mode you'll be playing with the included bots.
EDIT: Apparently also needs GFWL client installed.
EDIT: Also appears to be Vista and 7 only. Not for XP users.
