I hear of a ton of fans claiming to be silent, but i have never actually experienced a silent fan. I have a few changes that i will be doing to my system, and im looking for some good fans, around $10-12, they have to be 120MM with blue LEDs and be pretty quiet, i currently have some cheap rosewill fans, but they have started to get loud even with a fan controller slowing them down. They also have to move a good amount of air. So, i guess.... silent when i have them turned down, but can move air if i need them to.(gaming ect) this wont be happening for a while, so this will be open for discussion, i will need a total of 5 fans, 1 front, 2 for push pull radiator, and 2 for pull radiator.

Fractal design for good cheap fans.
Noctua for better but more expensive fans.
Drill holes in the frame and install blue LEDs that you wire to the fan's power cord. LEDs dim down when you decrease the fan speed.

Alternatively you check out the fans that were featured on the front page a while ago (http://www.thebestcasescenario.com/frontpage/?q=Hardware+Focus+01+Xigmatek+XLF+Fans).
It seems like the fans on the front page only come in 140 and 200mm version. I took a look at frozencpu.com instead and these seem good:

Best thing to do imo is just stick a resistor or fan controller on an existing fan. Then you can get the noise/cooling balance that you want :)
Of course better fans will allow you to achieve more cooling at any given noise level, but this method works with any fan.

Xigmatek has silent 120mm LED fans as well. I found them quite nice.

i wanted to go with the xiggies, but i jsut wondered if there was something better, if they made the straight blades in 120 mm i would get them in a heartbeat
+1 to Xigmatek. They have quite a few 120mm fans in the 10-15dBA/60-70CFM range for around $10 a piece.
