"New thread" bug?

I noticed if you click on one of the forum groups, say, Information Kiosk (http://www.thebestcasescenario.com/forum/forumdisplay.php?f=1), at the bottom, there is a "New thread" button. Haven't clicked on it (yet); I didn't want to get into trouble.


My main question is, is it supposed to be there?
Or is it simply disabled, preventing people from posting there?

It's supposed to be there, but no one has permissions set to post inside of those forums. Basically there are parent forums and child forums. So you can have sub forums inside of other forums, like the Videos and Links forum is inside the Chatterbox. To keep things organized we use sub forums inside of those main forum titles, but of course it would be confusing if we allowed posts inside of them. Make sense?
