you'd need etching or engraving bits :)

These are the ones I found that covered all the basic ones you need.

Cost me about 14 bucks to get them all.

There are two other routes you can go as well. For acrylic / plastic windows, you can use a media blaster. Check around, there should be local shops that will do the blasting for you, all you need to do is transfer your etching design to a sheet of stick on plastic covering (shelf covering tack paper, etc.) then cut out the design (the holes should be the areas you want etched), apply it to the window, and blast away.

If you have a glass window, you can do it yourself with an acid etching kit. they sell these at craft stores pretty much everywhere for around $5.00. repeat the process with the plastic shelf wrap sheeting above, place it onto the glass, then just liberally apply the acid onto the glass and leave sitting there for an hour or two. Then just rinse the acid off with a bit of water and some soap to neutralize the acid. you will end up with a nice frosted panel. (the stuff won't harm your plumbing either, just make sure you rinse really well)
