You can skip the floppy drive on that list.
Depending on what you are building this PC for (i.e. gaming), you can skip out on a few things. Also depends on your budget too. So you might want to skip water cooling or even an aftermarket CPU cooler. You can use the cooler that comes with your CPU.
Also, add the sound card to the list if you are an audiophile. Otherwise, use the onboard sound that comes with the motherboard.
You might need stuff like a keyboard, mouse, and monitor if you don't already have them.
EDIT: Even though this doesn't belong in the category of "hardware parts", but it is still important. Don't forget to get an Operating System! :D

the thing uses the peltier efect to pull heat from the cold side and take it to the hot side, if you swap the polarity you swap the cold/hot sides to, to this it uses electric curent, you can use it in conjunction with air cooling or for more efficiency you can go the water cooling way, the biggest down side is that because the potential sub zero temps it will create condensation, so you have to watch it

Good info on the peltier effect.
When employed into cooling (TEC or Thermal Electric Cooling), it gets a little more complicated.

In other words... Its not for whimpy lil newbs like me! lol Thats freaking awesome though! If I knew what I was doing and stuff I would consider it. Sub Zero Temps? lol thats so cool! I think my current setup will cool me just fine though. Lots of case fans and a decent water cooling kit. (the kit I made myself, as in... its not something you can buy in one package) <---- which will prob bite me in the butt lol

mindzero, if you tell us what type of computer you are building, we may be able to help. Beyond that, I think everyone above has pretty thoroughly outlined the basics.
I'll add this though, I don't think sound cards are just for audiophiles. It really depends on what kind of on-board sound your mobo has and what kind of speaker your are going to use. For example, if your mobo is low-to-mid range, it may have horrible sound period, or may not support more than a 2.1 system. So you might have to buy a sc, even a cheap one to use your speakers to potential, however low-mid-high they may be.
