1. It is model painting, from russian company called "Zvezda"
2. It is not a tron poster:)
3. It a just a rolled piece.:)

Yeah a green cold cathode or some green LEDs around the radiation sign. Maybe if you could get your hands on it through like mail order some EL wire.
