Could one of the moderators fill me in on how the whole +rep thing works? What is rep power what does it do? What are the little green squares?
Also what's the deal with the name under the member name, like Fresh Paint?
I couldn't find info on this stuff. I apologize if it has already been posted.

I'm no moderator but I believe I know how it works.
When someone does something good for the community, a nice favor for you, or any sort of good deed, you can give them +reputation. Also, if they do just the opposite you can give them negative reputation. Simply click the little scale (http://www.thebestcasescenario.com/forum/images/buttons/reputation.gif) on the bottom left hand of someone's post.
You can leave a comment too, if you wish.
The system is fairly new, but it was estabiloshed in hopes that if you had a lot of reputation points, people will know your a reliable and helpful person when they see your posts. That's what those green boxes are. Only a handful of people have more than one box on here.
Also, when mods give you rep, they count for 5 points.
The "Fresh Paint", "Anodized" etc. are simply titles given to you depending on yourpost count. Once you hit 100 posts you get something new, something else at 250, 500, 1000, etc. However, with all the secret agents and folks with custom titles these days, that system is a bit outdated.
EDIT: Forgot to mention. You can check your rep points in your user control panel. Just click "USer CP" on the top of the forums.
Well, like most forums, people always look at post count as kind of a seniority thing or rank structure if you will. Here it's not like that. Post count means little. Just because someone has a high post count does not mean that they are trustworthy or provide good info. In fact it can be just the opposite, they can be the village idiot. The rep system was put into place by the admins to give US a chance to decide who is reputable or not. Positive rep means you've done something that helped someone, or someone liked your mod or idea, or you posted a useful link. It's just that, USEFUL stuff that gets you positive rep. Negative rep works the same way. If you pissed someone off, they can leave negative rep for you. When they first implemented the system, it was frowned upon to tell someone that you're leaving them rep, good or bad. That view has since changed. Personally, I like the system. It gives the users a say. To quote Paul (Crimson Sky) this place is here for us, he just happens to run it. The green bars represent the amount of rep you have. Someone else will have to explain more how much rep per green bar, I can't remember ATM. You can check your rep points by clicking on the User CP link at the top of the page on the boards.
The names under your username represent post count. Usually someone is a newbie (fresh paint) with under _x_ amount of posts, and so on. The custom titles option was issued by Paul to certain users at one time because he was feeling all warm and fuzzy inside. lol. Someone correct me if I'm wrong, but I think that now, once you hit a certain number of rep points, you can add a custom title.
That's about all I can contribute. Hope it answered some of your questions.

Question.
Having given out +reps, and got the box saying "may you be lucky enough to receive the same in return", what happens if you give a dissaproving rep? Same message, or is it different?

I think it's 40 reps for the first 5, then 60 reps for numbers 6 through to 10.

Blue, or a greyish colour?
The greyish colours are a +rep from people with less than 10 posts and don't count until they have posted more than 10 posts, then it's added to your rep.

I know i set up the system, but we're all finding out how it works together. :) I can't remember exactly how this works; if the user has less than 1 rep and over 10 posts, i think their reps suddenly count. Either that, or they aren't retro-actively counter.
Or possibility 3: i need to rebuild the rep information database. ;)

Strange, I'm sure I had three last time I looked. My total has dropped by about ten...
This means that for some reason, your rep has been altered outwith the main system; this could be a bug or miscalculation, or maybe one of the Admins have manually altered your rep. Either way, I call this the 'Florida count'. I rebuilt the database, meaning that your rep is currently what it should be, considering what you have received and so on.
This system may have bugs, so please let me know (via PM) exactly what you discover. +Rep to everyone who reports actual problems. (as usual.)

I got a letter from the hosting company today---there is a CGI exploit going around that affects guestbook.cgi and sends out spam. Now this doesnt have anything to do with the reps, but I DO need help changing the chmod of the guestbook.cgi to 0.
I forgot the damn link to the root server! Help! LoL

Wow. That's mean :(. I think negative reps should be reported to admins before they reach the user. It just doesn't seem like the other person knows how to use negative reps.

I've only given out like 1, maybe 2 negative reps. There is some stuff that I see that I'm not too thrilled with reading, but I try to only give them when someone is really being out of line or pushy or something. If you're being an ass, you deserve a negative rep. But for bad spelling? Come on, that's not right.

I like Progbuddy's idea -- Negative reps should have to go through an admin first. I'm not sure if that's possible, but if it is, that'd make sense. This forum has some of the fairest admins I've ever seen.

There is no option to screen the comments for the reps. If you see a gross amount of them, or they get particularly viscious or hateful, report them. I can see in the admin panel who posted what to whom.
Otherwise, just take your lumps like everyone else does.
