IDE controllers runs under a PCI bus, and when you overclock your computer it should overclock the PCI bus (unless you have a clock limit on them, which is suggested to use), and if that bus speed run at 40MHz instead of 33MHz it SHOULD (logically, not theorically tested from me) run a VERY LITTLE BIT faster (we ain't talking about megs but Kb per second). The access speed may be a bit faster, but shouldn't be really noticeable since when you overclock your computer everything else get overclocked, and you can't bench the HDDs that way.

This said, it'S my point of view, but most boards nowadays use PCI/AGP/PCIE locks, and it's really suggested to use them when you overclock for best stability. Besides, overclocking a BUS is barely noticeable, if it is.
