You should ask Tybrenis about this, he is the plexi man. But as I recall a product called Weld-On is often used. I think it is completely transparent when it dries.

Acrylic doesn't "glue" very well, so when trying to glue it to itself, you need to use a solvent glue. A solvent glue isn't really a glue but a strong solvent that breaks down or "melts" the acrylic where it is applied. If you connect two pieces together and then apply the solvent, it melts the two together, and when it evaporates in about a minute or so, they are fused as one. It creates beautiful, watertight seals with pretty, clear edges.
Check out your local plastics supplier or an online shop for some acrylic solvent. A methylene chloride based solvent works best, and if you're looking for a brand name, "Weld-On" is a good one to look for. In case you need to know, acrylic's real name is polymethyl methacyrlate.
Get this (http://www.usplastic.com/catalog/product.asp?catalog%5Fname=usplastic&category%5Fname=25394&product%5Fid=2273)
And this (http://www.usplastic.com/catalog/product.asp?catalog%5Fname=usplastic&category%5Fname=25394&product%5Fid=2288)
And if you're really paranoid about it being air/water tight, you could apply a little bit of a clear silicone sealant along the edges. But the stuff I linked you to should do fine, as long as the pieces you're sticking together are flat.

Is this stuff only good for plastic on plastic...or will aluminum / steel on plastic work just as well?

i'd just try super glue but i heard that it like melts plexi or sumthing
It will only work for the acrylic. It will not work with any type of metal or any other material. It's not an adhesive in the way you may think. What it does is it chemically reacts with the acrylic to break it down and sort of "melt" it, fusing two pieces together.
