Does anyone know of a good, free video/audio codec w/ Dolby support?

AC3 is a multichannel 1-5.1 audio compression I have a Hardware AC3 Decoder it simply allows you to sync the timing in your surround sound as well as the volumes.
You know you watching a movie and the mouth is moving but not with the sound "like Chinese movies" Lol. . :D
The AC3 Filter simply decompresses the sound you weren't hearing before making it audible.

I think what your looking for is a Divx Decoder if i'm not mistaken.

Or you could do a search for Codecs Pack, and Install them all. . up to you.

ffdshow contains all the basic video codecs your little heart could desire.

If you're looking for something that can upmix stereo to 5.1 or something that supports 5.1 or 7.1 DTS, check out Morgan stream switcher.
