What to use?

Im new to the whole water cooling aspect of the PC world. Im not into it for the overclocking ability, but i am looking for the best cooling feature available. My CPU runs @ about 140F, and the mobo is about 90 - 100F on a normal day. My room gets extremely warm, mostly because of its location and lack of cooling, but i believe partially do to the little heater(pc) i have running all the time.

I have been looking at the Zalman Reserator, for a multitude of reasons. I have read quite a few reviews and everyone seems happy, from what i gather this also tends to cool a bit better than the in case cooling systems. Problem is i dont want to spend the 300 bones for one.

Any suggestions??
