The tree design that I cut out of metal has a few scratches on it:

How would I be able to get rid of them?

I always used a variety of sandpapers starting with low grit (~60-80) and working my way up to 400, it's slow but it works. If you have a power sander it will speed the process up. If you want a slick, shiny look then get some metal polishing supplies from the hardware store to finish. What look are you trying to end up with?

i'm aiming for a really shiny polished finished, as similar to chrome as i can get. so basically i just sand it till it's all even?

Yeah, that will work but it will take some effort to get the deeper grooves out so be patient. At the hardware store pick up some metal polishing compound. Do you have access to a bench grinder? If not you'll need a polishing cloth (I forget what they are called) but with those you can get a mirror finish with some hard work.
I agree with jdbnsn.. look at what tribaloverkill did with some metal..
