Have a look at this thread (http://www.thebestcasescenario.com/forum/showthread.php?t=6617) for some of the basic hand tools and cost.
Other power tools include a jigsaw, angle grinder and a Dremel Rotart Tool.

Welcome to the forum
Depends what you want to do my friend.
Rotary Tools commonly known as a Dremel (brand) are very versital tools as they can come with kits contain many different attachments. Such as cutting disks for cutting metal to sanding drums for sanding.
Jigsaws are also useful tools for cutting out holes for case windows in side panels. And cut the Plexiglases itself.
Sanding blocks along with sand paper or orbital sanders are good for well sanding in preparation for painting.
Hand drills are handy for drilling holes and such. Or if you want to do a much more accurate job you can invest in a drill press. Remember you will also need to by a range of drill bits.
Then there are a whole collection of tools that you would find in any normal workshop such as files, pliers, screwdrivers, clamps even a bench vise.
If you want to wire up some led's to pimp your case out you can pickup a soldering iron and some wire strippers.
When it comes to painting cases you have two options. You can either use spray cans. You have two choices of paint Enamels or Lacquers if you are just starting out painting I would suggest Enamels. The second option is you can invest in a air brush and compressor for a very nice finish.
For free form items such as blow holes a material referred to round here as bondo or boddy filler which is used for panel beating in cars can.
The most important tools you will need are safety equipment. So eye protection and gloves are a must. Ear protection is good when working with power tools and Respirator for sanding or painting is also important.
I don't know what country you live in so I can't quote you any prices. But if you let us know I am sure one of the forum members in your area of the world would be willing to give you an idea of the amounts.

It's probably Bondo (brand) or otherwise know as body filler.
Have a look at this for me mucking around with some and getting a textured front of a case:

Thanks for the help guys, I don't want to spam by making another thread but what kind of respirator would you recommend? I have to use glasses otherwise I can't see heck and I am not sure if a full face mask would feel more comfortable than wearing safety glasses(I find those unconfortable).
thanks again

I've never used a respirator personally and I'm just fine *twitches and rolls eyes into back of head* it really just a precausion I guess

i'm with solja, i never really wear any protection for those kinds of things unless its really bad.
i think this N95 mask would be good for bondo dust.

yea lol I mean lets face it... some of us have killed more brain cells voluntarily than by breathing in paint fumes... or any other kind of fumes.
