One of the things to remember when using cable modems, is that some of the providers use "Power Boost" as they call it. What they are doing is they give you a very high download rate for the first 15-30 seconds of a transfer then neck it back down to your subscribed speed. They did this to improve performance when streaming video and music so that it could buffer a fair amount up front. It really plays havoc with speedtest since they usually don't transfer from more then 30 seconds at a time.
It doesn't happen often - I think most sites don't have the throughput to support it, but on the odd occasion I've downloaded huge files from places like MS, my connection will maintain 1MB/s for the duration of the download - I think my download of the Windows7RC was actually a little higher which is pretty much all you can ask of a 10Mb/s connection (remember B=8b so 10Mb has a theorhetical max of 1.25MB/s)... FTP support sucks on donkey genitalia, but other than that, I can't complain, I'm very happy with my service - and as I'm just about to slide out of the contract period, I can feel a free upgrade coming on - 20Mb is available in my area now (I think) *grin*
