He did the first time. He got up and then I killed him. I stripped him naked, stole all his stuff and sold it. His body is still laying in the arena basement. No way back in huh?

Maybe. I didn't think it mattered who I killed. I guess all the guys with black robes are dark brotherhood members? Whenever I go into those run down Lord of the Ring Elvish looking buildings they're in there and I kill a lot of them. That should be my new mission. Find and kill all of them

Nope, actually only the leaders of the Dark Brotherhood wear robes. What you're seeing in the Ayleid ruins are probably necromancers.
And yeah, something like 90% of the named NPCs in Oblivion have something to do with a quest of some sort. If you just go around killing everything you're missing out on sooo much of the game.
Like I said. The fighter's guild says I have to meet with someone in order to get back in, but I don't know where to look for this person
According the the great UESP, you just have to go talk to Vilena Donton and fetch her a bunch of bear pelts.

Some of my weapons say they don't have enough of a charge to be "enchanted" anymore. How do I recharge them?
You have to find someone to recharge items. It can get pretty costly first starting out, though. But, in some magic shops and/or most mage guilds you'll find someone.
If you find soul gems that already contain a soul, you can use those 'points' toward recharging a weapon as well by using the gem and selecting the weapon in question. You can fill empty soul gems, too, but that's a pain and requires either a spell or a specially-enchanted weapon of its own.
